Can you snapcaster force of will?
No. Snapcaster Mage gives the spell it targets Flashback, which is an alternate cost that allows it to be cast from the graveyard. Since that’s the only way to cast Force of Will from your graveyard, you have to choose that alternate cost as you cast it.
Can force of will exile itself?
Could you exile Force of Will to cast itself? No, the first step of casting a spell is to take it out of your hand (or whatever zone it’s in) and put it on the stack. When it comes time to pay the cost at the end of the process, Force will demonstrably not be in your hand anymore.
